1.      COLLECTION, ANALYSIS AND INTERPRETATION OF DATA - These questions test for knowledge of the methods and techniques used to gather, evaluate, organize, and interpret various types of technical data, and the fundamental concepts and computations involved in basic statistical analysis.

 

2.      ENVIRONMENTAL IMPACT ANALYSIS, INCLUDING IDENTIFICATION, EVALUATION AND MITIGATION OF THE EFFECTS OF CHANGES TO THE ENVIRONMENT - These questions test for knowledge of concepts, principles, and procedures used in environmental impact analysis, including such areas as basics of the State Environmental Quality Review Act (SEQRA); identification and characteristics of impacted ecosystems and affected historic and cultural resources; sources and effects of pollutants and human activities on various environments; and techniques and procedures used in impact investigation, identification, control, remediation, and mitigation including the analysis, review, and documentation process.

 

3.      APPLICATION OF FEDERAL AND STATE LAWS, RULES, AND REGULATIONS RELATED TO THE ADMINISTRATION OF ENVIRONMENTAL PROGRAMS - These questions test for knowledge and understanding of federal and New York State environmental laws, rules, and regulations, including such areas as the objectives and procedures involved in these laws, rules, and regulations; environmental impact and permitting programs and procedures; terminology used in implementation of environmental protection programs; and the proper roles and regulatory activities of various New York State and federal environmental agencies.

 

4.      PREPARING WRITTEN MATERIAL - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

 

5.      PUBLIC CONTACT PRINCIPLES AND PRACTICES - These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice, and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.

 

6.      INTERPRETATION OF TECHNICAL MATERIAL, INCLUDING MAPS, PLANS, CHARTS, AND GRAPHS - These questions test for the ability to read and analyze various types of technical material, such as maps, charts, tables, and plans, and to perform related simple computations based on the material presented.

 

7.      NATURAL RESOURCES PLANNING INCLUDING ENVIRONMENTAL IMPACT ANALYSIS AND LAND SUITABILITY AND CAPABILITY ANALYSIS - These questions test for knowledge of the principles and practices involved in the natural resources planning, environmental impact analysis, and land suitability determination processes; and may include such areas as information gathering; terminology used; responsibilities of various levels of government; developing comprehensive plans and the responsibilities of land planners; soil and water conservation practices; agricultural land and forest management practices; proper uses of undeveloped land areas; and the environmental impacts of various types of land development and land use projects.

 

8.      PROGRAM PLANNING AND IMPLEMENTATION - These questions test for knowledge of the principles and practices involved in effective program planning and implementation, and may include such areas as steps involved in program development, management techniques, proper planning, scheduling, coordination, and program evaluation.

 

9.      STORMWATER MANAGEMENT AND COLLECTION SYSTEMS - These questions test for knowledge of the principles and practices involved in analyzing, managing, and controlling stormwater runoff and may include such areas as calculating stormwater flow and runoff; proper construction of stormwater collection systems including materials, methods and procedures used; and appropriate preventive maintenance practices for stormwater collection and management systems.

 

10.  SUPERVISION - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

 

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to Take a Written Test" helpful in preparing for this test.
