DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class administers the operation of the printing, duplicating, mail and
messenger services and the central store of supplies for the County. The incumbent
is responsible for office supplies and departmental receiving activities for assigned
buildings. Work is performed under the general supervision of an administrative
supervisor in the Department of Public Works and is reviewed through
conferences, reports and consultations. Does related work as required.
TYPICAL WORK
ACTIVITIES
Oversees the
administrative responsibilities of the Support Services Section in the
Department of Public Works;
Reviews general workflow, operating
procedures, and equipment and employee utilization in the Support Services
Section in order to identify problems and recommend alternative operating
procedures;
Performs analysis to determine print
and postal costs for all County Departments;
Assists County Departments in
administering cost effective print and mail requirements;
Prepares the Support Services
Section’s operating budget;
Attends meetings relating to postal
procedures and guidelines;
Prepares reports on productivity,
charge-backs, etc., as required;
Manages receiving activities;
Maintains inventory control of
supplies;
Procures consumables and equipment
in support of operations for assigned buildings within the Department of Public
Works;

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of postal
regulations, rates and large scale mailing procedures; good knowledge of the principals and practices
of financial and personnel management; good knowledge of printing and
duplicating equipment; good knowledge of inventory control systems and modern
office practices; ability to plan, organize, direct and control the work of
staff in a manner conducive to full performance and high morale; ability to
efficiently meet the needs of those County departments being served by the
Support Services Section; ability to promote and maintain effective
departmental and public relations; ability to analyze facts and to exercise
sound judgement in arriving at conclusions; ability to organize and keep a variety
of records; ability to communicate clearly and concisely, both orally and in
writing to all levels of employees from line level to senior management;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor’s Degree, and three (3) years of management experience in printing
and/or mail services; or,
b) Graduation from a standard senior
high school or possession of a high school equivalency diploma and seven (7)
years of experience in printing and/or mail services, three (3) years of which
must have been in a managerial capacity; or,
c) An equivalent combination of
education and experience as defined by the limits of a) and b).
PROMOTIONAL
Two (2) years of permanent
competitive status as a Mailroom Supervisor or Print Shop Supervisor.
