FEATURES OF THE CLASS
An
employee in this class is responsible for supervising and directing Office
Applications Specialists and Senior Office Applications Specialists involved in
developing, maintaining and the utilization of various office information
systems software. Employees are
responsible for the proper performance of the assigned supervisory and
technical activities of their unit and make independent work decisions based on
long experience and through knowledge of departmental operations. Work is performed under the general direction
of an administrator and reviewed through conferences and reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Supervises, trains, and schedules
workflow of a staff responsible for planning, developing, and maintaining new
software processes and applications that will help to improve departmental
operations;
Collaborates
with Programmers to revise complex software applications, assuring compliance
with applicable State regulations;
Customizes
software using Windows-based technology;
Develops
file specifications; validates data and formats in specific file formats;
manipulates data to achieve appropriate file format;
Drafts
proposals for software applications, follows up to resolve problems, and
develops enhancements;
Plans the format for, produces and revises complicated
materials and documents including complex implementation plans, detailed
training manuals, and reports;
Coordinates
schedules for the implementation of software applications;
Offers
software applications support, including handling the more complex user
problems;
Leads software demonstrations, and
provides advanced training in State and Federal reporting requirements and
applications;
Prepares reports and recommendations
on the operation and effectiveness of the equipment, staff, and office
procedures, as well as comprehensive statistical charts;
Interprets
governmental regulations;
Works with administrative personnel
to draft and update related budget.

Comprehensive
knowledge of practices and methods involved with planning, developing, and
maintaining new and complex software processes and office systems applications;
thorough knowledge of office management practices and procedures;
ability to plan and manage employees in the conversion of information from
various sources; ability to plan, develop and implement new software and
applications to develop databases and improve departmental operations; ability
to coordinate, plan, supervise and review the work of a professional staff
in a manner conducive to full performance and high morale;
ability to train personnel and resolve issues; ability to
think in a logical manner, including the use of deductive reasoning; ability to
express oneself clearly and concisely, both orally and in writing; ability to
develop effective working relationships with administrators and other
departmental personnel; ability to exercise sound judgment; physical condition
commensurate with the demands of the position.
OPEN COMPETITIVE
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in a field related to office information systems and
technologies, and four (4) years of experience in the utilization of software
to create or design specialized forms, reports or models, two (2) years of
which must be in a supervisory capacity; or,
(b) Graduation from a standard senior high school or possession of a
high school equivalency diploma, and eight (8) years of experience in the
utilization of software to create or design specialized forms, reports or
models, two (2) years of which must be in a supervisory capacity; or,
(c) An equivalent
combination of education and experience as defined by the limits of (a) and
(b).
PROMOTIONAL
Three (3) years of permanent
competitive status as a Senior Office Applications Specialist.
