DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for developing
highly complex office systems applications, training personnel in the use of
these systems, and solving software problems.
Work in this class differs from
that of the Office Applications Specialist in that the incumbent of this
position supervises Office
Application Specialists involved in the developing, maintaining and the
utilization of various office information systems software or serves as a lead worker over other Office Applications Specialists while
performing the more complex assignments. A
position in the class will require the employee to work with administrators
throughout the jurisdiction on specific projects, and the employee will be
expected to develop required knowledge specific to the functions of the
department or jurisdiction. Does related
work as required.
TYPICAL WORK ACTIVITIES
Supervises
and trains a staff responsible for developing, planning and maintaining new
software processes and applications that will help to improve departmental
operations;
Plans
and manages all aspects of the development of databases for the conversion of
information from multiple other sources;
Plans
the format for, produces and revises complicated materials and documents
including complex implementation plans, detailed training manuals, and reports;
Serves
as a resource person for developing highly complex office systems applications
and solving highly complex software problems;
Trains
personnel in the use of highly complex software applications;
Prepares
reports and recommendations on the operation and effectiveness of the
equipment, staff, and office procedures;
Assists
in purchasing and budgeting for software applications and implementation;
Evaluates
the effectiveness of software applications and programming equipment to produce
reports, forms, schedules, catalogs, manuals, etc;
Works
with administrative personnel to plan, develop, document and implement new
software processes and applications to improve departmental operations;

Comprehensive knowledge of procedures related to
developing office systems applications and software problems; good knowledge of
general office procedures and practices; ability to plan and manage employees
in the development of data bases for conversion of information from various
sources; ability to plan, develop and implement new software and applications
to develop databases and improve departmental operations; ability to train
personnel, resolve issues, and supervise a staff in a manner conducive to full
performance and high morale; ability to think in a logical manner, including
the use of deductive reasoning; ability to express oneself clearly and
concisely, both orally and in writing; ability to develop good working
relationships with administrators and other departmental personnel; good
judgment; physical condition commensurate with the demands of the position.
OPEN
COMPETITIVE
(a) Graduation
from a college with federally-authorized accreditation or registration by NY
State with an Associate's Degree in a field related to office information
systems and technologies, and four (4) years of experience in the utilization
of software to create or design specialized forms, reports or models, two (2) years of which must be in a supervisory
capacity; or,
(b) Graduation from a standard senior high school or
possession of a high school equivalency diploma, and six (6) years of
experience in the utilization of software to create or design specialized
forms, reports or models, two (2) years of which must be in a supervisory
capacity; or,
(c) An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
PROMOTIONAL
Three
(3) years of permanent competitive status as an Office Applications Specialist.
