DISTINGUISHING FEATURES OF THE CLASS
The work involves performing difficult specialized
stenographic work involving the responsibility for taking and transcribing
stenographic notes of verbatim testimony before a Grand Jury, County Legislature and at hearings, interrogations
and other proceedings involving two or more participants. Dictation is often taken at high rates of
speed and under difficult conditions requiring the application of an unusually
high degree of stenographic competence.
Duties are performed according to specified procedures and completed
transcriptions are examined for accuracy.
Performs related work as required.
TYPICAL WORK ACTIVITIES
Takes verbatim
stenotypic notes of committees, general meetings, proceedings, hearings, Grand
Jury testimony, conferences, interrogations and examinations;
Enters
proceedings and backup material/written testimony into the Clerk’s records;
Prepares
verbatim transcripts of proceedings in cases of appeal or upon request of the Legislature,
Court, District Attorney, and the public.
FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Proficiency in the use of a stenographic machine;
knowledge of software and equipment used for computer-aided transcription;
ability to take technical dictation in verbatim testimony at a high rate of
speed for sustained periods of time and to transcribe accurate and complete
transcriptions of stenographic notes; thorough knowledge of English usage,
punctuation and spelling; thorough knowledge of hearing procedures and methods
of recording verbatim testimony under difficult conditions; general
understanding of real-time reporting; thorough knowledge of legal and other
technical terminology pertaining to subject matter encountered at hearings;
thorough knowledge of office practices, methods and standard clerical
techniques; good hearing; physical condition commensurate with the needs of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Possession of a certificate of completion of a course in court reporting from a
postsecondary school followed by four (4) years of experience in general
verbatim reporting; or,
(b)
Successful completion of the Certified Shorthand Reporting Test administered by
the New York State Department of Education followed by one (1) year of
experience in general verbatim reporting.
