DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises a number of clerical employees engaged in maintaining files, collecting and receiving fines, processing and recording legal papers, and performing various clerical duties in the courtroom.  Work differs from that found in the Justice Court Clerk class in that the Senior Justice Court Clerk supervises a much larger staff of clerical employees due to a larger and more complex Justice Court operation.  All work is performed according to standard procedures prescribed by state law, judicial determination and administrative directives.  Work is performed under the general supervision of the Justices of the Court.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises and participates in the preparation of a variety of legal documents and papers, including civil summonses, criminal warrants, subpoenas, transcripts of judgments and commitments; dockets and enters civil, motor vehicle and criminal cases; prepares certificate of convictions for submission to County Clerk;

            Coordinates and supervises the automated record keeping activities per­formed by Justice Court Clerks in the areas of criminal and civil matters, and traffic and parking violations;

            Supervises the collecting and recording of fines and fees, and the accept­ing of bail payments; supervises the making up of bank deposits; supervises the preparation of a monthly report for the New York State Department of Audit & Control, and the itemizing of each case and fine or sentence imposed;

            Supervises and participates in the drawing of juries for civil or criminal cases; sends notices of trial to all parties concerned; sends follow-up notices to persons failing to appear in court on scheduled dates;

            Supervises the copying of information for attorneys and District Attorney on criminal cases; answers correspondence pertaining to the Court; supervises the maintenance of court files;

            Plans, schedules and reviews the work of a number of clerical employees; maintains time records.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of general office terminology, procedures and equipment; thorough knowledge of business English, spelling and arithmetic; good knowledge of legal terminology and court proceedings; primarily regarding motor vehicle law and civil law; ability to plan, assign and supervise the work of a number of clerical employees and to instruct and train clerical employees in a manner conducive to full performance and high morale; ability to understand and carry out complex oral and written instructions; ability to make decisions in accor­dance with state statutes relating to court procedures; ability to establish and maintain effective working relationships with attorneys, judges and the general public; ability to maintain complex records and to prepare periodic reports from these records; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a standard senior high school or possession of a high school equivalency diploma, and two (2) years of clerical experience in a law office or court.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Justice Court Clerk or Justice Court Clerk (Spanish Speaking).
