MEDICAL RECORDS ADMINISTRATOR 0068
An employee in this class administers the Medical Records
Program of the Department of Health Services. The incumbent is responsible for
managing and supervising the maintenance of the department’s medical records to
ensure compliance with local, state and federal laws governing the maintenance
of patient records, coding and billing.
Work requires considerable initiative and judgment and is performed
under general supervision. Does related
work as required.
TYPICAL
WORK ACTIVITIES
Manages and supervises the
department’s Medical Records Program to ensure compliance with local, state and
federal laws;
Oversees the maintenance and verification of medical
records, including the coding and indexing of diseases according to current
diagnostic classification system;
Serves as the program’s liaison with
clinical, financial and administrative staff that employs patient data in
decision-making and everyday operations;
Establishes and implements operating
policies and procedures, including those pertinent to information security and
storage;
Prepares quality assurance audits of
medical records sections;
Provides in-service training for
medical records personnel;
Prepares reports based upon program
records;
Develops and monitors the program’s
operating budget.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of medical record keeping
principles and practices including standard diagnostic classification;
comprehensive knowledge of medical and anatomical terminology and disease etiology
as required for the proper classification and maintenance of medical case
records; thorough knowledge of laws and regulations pertaining to patient
record confidentiality; ability to make arithmetical computations and
tabulations accurately and with reasonable speed; ability to prepare statistical
reports based on the analysis of medical records; ability to plan and supervise
the work of personnel in a manner conducive to full performance and high
morale; good judgment; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New York State
or regionally accredited college or university with a Bachelor’s degree,
certification by American Health Information Management Association (AHIMA) as
a Registered Health Information Administrator (RHIA), and three (3) years
experience in professional health information management*, two (2) years of
which must have been in a supervisory capacity; or
(b) Graduation from a New York State
or regionally accredited college or university with a Bachelor’s degree,
certification by American Health Information Management Association (AHIMA) as
a Registered Health Information Technician (RHIT) and four (4) years experience
in professional health information management*, two (2) years of which must
have been in a supervisory capacity; or
(c) Graduation from a New York
State or regionally accredited college or university with an Associate’s
degree, certification by American Health Information Management Association
(AHIMA) as a Registered Health Information Technician (RHIT) and six (6) years
experience in professional health information management*, two (2) years of
which must have been in a supervisory capacity.
*Professional
health information management experience must have included: evaluation of
medical records; work with professional medical staff in records review, coding
and indexing diseases; and supervision or maintenance of medical records filing
systems and related indices.
