DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class performs
specialized clerical duties requiring knowledge of the rules and regulations
inherent in the management and products of a town’s waterways system and the
operation of its marine equipment. The incumbent is responsible for the
preparation and issuance of various permits and the recordkeeping of matters
pertinent to the activities of the Board of Trustees and Bay Constables. Work involves contact with the general
public regarding the Board of Trustee’s functions and procedures. Supervision may be exercised over support
staff personnel. Work is performed
under the supervision of the President of the Board of Trustees. Does related work as required.
TYPICAL WORK ACTIVITIES
Performs specialized
recordkeeping work inherent to a town’s waterways system and its related
projects;
Interprets the rules,
regulations, provisions, penalties and violations of all applications and
permits to the public;
Receives and prepares
applications for permits for structures affecting the bottom of town waters
and/or their inhabitants;
Issues all permits
approved by the Board of Trustees;
Prepares and issues
applications for building inspections for structures built within 500 feet of
the waterfront;
Prepares
correspondence to inquiries from federal, state, and local officials, and the
general public regarding the operations of the Board of Trustees;
Oversees the
collection and recording of permit fees and their deposit into bank accounts;
Types from general
instructions, forms, financial statements, correspondence, receipts, vouchers,
reports, permits and other materials;
Maintains inventory of
departmental equipment, including patrol boats and vehicles, shop and office
equipment.
FULL
PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of office terminology and procedures and common office
appliances; good knowledge of business English, spelling and arithmetic;
knowledge of town waterways and their related projects, including bulkheading,
docks, dredging, moorings, buoys and shellfish transplants; knowledge of town
ordinances and rules pertaining to the activities of the Board of Trustees;
ability to understand and carry out complex oral and written instructions;
ability to make decisions in accordance with town rules and regulations
relating to the Board of Trustees; ability to understand the operation of
marine equipment; ability to establish and maintain effective working
relationships with federal, state, and local officials, and the general public;
ability to perform skilled typing, clerical and office duties in a confidential
and responsible manner; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior high school or possession of a high
school equivalency diploma and three (3) years of clerical experience, two (2)
years of which must have been in a maritime-related field.
