DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises the development and operation of the computerized tax history system in the Department of Finance and Taxation.  The work involves refinement of property tax systems and extension of computerization to include all components of property tax data and requires combined knowledge of property tax payment regulations, records requirements and the maintenance of automated tax history records.  Technical supervision is exercised over employees using the automated system.  Work is performed under the general supervision of the County Treasurer and the Deputy Treasurers.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises the establishment, operation and enhancement of the County Treasurer's computerized tax history system;

            Supervises the work of the Tax History Clerk in joint projects and assigns some projects to be carried out independently;

            Oversees computerized tax billing and the posting of tax payments to the system;

            Acts as liaison between the Treasurer's Office and Data Processing; Town Tax Receivers, Town Assessors, and Town data processing units;

            Serves as problem solver to coordinate the information supplied by Towns with the County's data base;

            Designs tax bills and forms for use with automated systems; makes procedural decisions affecting system operation; supervises on-line input;

            Interprets tax history information contained in system;

            Trains employees in operation of data terminals.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of property tax payment regulations and record keeping mandates; comprehensive knowledge of the computerized tax history system in use; thorough knowledge of modern office practices, procedures and machines; ability to analyze and interpret tax history records; ability to follow complex written and oral instructions; ability to interpret and explain regulations and to set up practicable working procedures; ability to plan, supervise and review the work of others in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Six years of experience in the maintenance of automated property tax records.

 

            PROMOTIONAL

            Two years of permanent competitive status as a Tax History Clerk.
