DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the planning, assigning and
supervision of all work done in the various micrographic units and sections.
The incumbent exercises considerable independence in the formulation of methods
and procedures for the division's operation and is responsible for the adequate
workflow to and from operators and technicians in the division. The incumbent assists the County Clerk and
the administrative staff in preparation of the departmental budget, designing
and implementing programs, and the acquisition of new equipment. Recommendations are made regarding policy
formulation, staffing procedures and the feasibility of new assignments. General statistical and accounting controls
are maintained over the work, and responsibility is assumed for its quality,
legibility and adherence to pre-established time schedules. Work is supervised by the County Clerk through
personal conferences and the review of written and oral reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, schedules and
supervises the work of micrographic units;
Supervises and
participates in research studies designed to test the feasibility and
applicability of various micrographic equipment relative to their possible
utilization in the County's micrographics operation;
Receives undeveloped
microfilm from other County agencies and assigns it to various units for
processing;
Inspects equipment and
machinery within the division to insure their safe and good working order and
orders new equipment where necessary;
Evaluates already
existing procedures to insure the smooth flow of work within the division and
to eliminate any duplication of effort;
Implements changes and
improvements where needed;
Maintains records of the
production rate of the units and the receiving, processing and distribution of
work received from other County departments.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of the principles and practices of micrographics
operation; thorough knowledge of all the equipment and machinery used in the
division's various operations; thorough knowledge of modern developments,
current literature and sources of information in the field of micrographics;
good knowledge of the principles and practices of budgeting and budget preparation;
good knowledge of office management and supervision and the ability to apply
these principles to departmental operations; ability to plan, assign and
supervise the work of a number of units in a manner conducive to full performance
and high morale; ability to maintain accurate records and prepare oral and
written reports; ability to express oneself clearly and concisely both orally
and in writing; good judgment; tact; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New
York State or regionally accredited college or university with a Baccalaureate
Degree, and six (6) years of experience in micrographics operation, at least
three (3) years of which must have been in a supervisory capacity; or,
(b) Graduation from a
standard senior high school or possession of a high school equivalency diploma,
and ten (10) years of experience in micrographics operations, at least three
(3) years of which must have been in a supervisory capacity; or,
(c) An equivalent
combination of education of education and experience as defined by the limits
of (a) and (b).
NOTE: No substitution may be
made for the supervisory experience.
