FEATURES OF THE CLASS
Under general supervision, an employee in this class supervises Radio Dispatchers or Dispatchers engaged in receiving, monitoring and transmitting messages over a two-way communications system between a base station and its field crews. Duties may include making inquiries to the New York State Police Information Network (NYSPIN) and motor vehicle information computers. The incumbent participates in the work, and assumes responsibility for the more unusual and technical problems that might arise. Supervision is exercised over Radio Dispatchers or Dispatchers by the assignment of work shifts and by the review of work through observation of results obtained and evaluation of reports submitted. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises a group of Radio
Dispatchers or Dispatchers and prepares their weekly and monthly work schedules;
Trains new staff and conducts
on-going training on a New York State Police Information Network (NYSPIN) and dispatching
equipment;
Prepares and maintains a log of all
incoming and outgoing communications;
Reviews activity logs;
Transmits messages and orders to and
between various field personnel;
Prepares monthly and yearly reports
on the activity of the radio operation;
May operate a NYSPIN or motor vehicle
information computer terminal and/or nationwide teletype system;
May transmit calls to volunteer fire
departments directing them to areas requesting and requiring aid;
May serve as a liaison for the
jurisdiction and participate in meetings with other municipalities regarding dispatching
services.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the methods and practices of
operating routine two-way radio transmitting equipment; thorough knowledge of
the geography of a municipality, including the locations of the various volunteer
fire departments; ability to react quickly and calmly in times of emergency;
ability to maintain a variety of routine clerical records; ability to transmit
messages with good diction and a clear speaking voice; ability to plan and
supervise the work of Radio Dispatchers or Dispatchers in a manner conducive to
full performance and high morale; ability to make oral and written reports;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN-COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma, and two (2)
years of experience in the operation of the central radio of a two-way
communication system, including receiving, sending and logging messages.
NOTE: Additional experience in the operation of the central radio of a
two-way communications system, including receiving, sending and logging
messages, will be substituted for education on a year-for-year basis.
PROMOTIONAL
Two (2)
years of permanent competitive status as a Radio Dispatcher.
NECESSARY SPECIAL
REQUIREMENT
The job assignment
may require attainment of New York State Police Information Network (NYSPIN)
certification; affected employees must maintain this certification while
employed in this title.
