DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the supervision and training of one shift of Emergency Services Dispatchers who receive requests for medical, fire or rescue assistance and who contact the appropriate emergency services unit via a two-way radio communication system.  The employee assigns workstations of subordinate personnel, monitors their activities, prepares reports on the activities of the communications operation and acts as a resource person in handling difficult situations.  Work is supervised by an Emergency Services Dispatcher III and by higher-level administrators who review the operations of the unit for effectiveness and adherence to regulations and procedures of the program.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assigns the workstations and duties for a shift of the central radio of a two-way emergency medical, fire and rescue communications system;

            Supervises the work of Emergency Services Dispatchers by monitoring the answering of calls and the dispatching of emergency personnel and equipment;

            Listens to the transmissions made and received by the dispatchers to evaluate their handling of emergency situations;

            Acts as a resource person for the dispatchers in handling situations requiring additional training and experience;

            Maintains constant information as to the status and availability of ambu­lances and the status of hospital services available;

            May operate the central radio and computer as a dispatcher in multiple-emergency situations;

            Prepares periodic reports on the activities of the communications operation;

            Prepares and submits evaluations of the performance of subordinate Emergen­cy Services Dispatchers;

            Supervises and participates in the training of new Emergency Services Dispatchers I;

            May operate a mobile command unit, the major emergency response vehicle (MERV), a van, or other pool vehicle;

            May enter, maintain, and modify deployment plans in CAD for all agencies;

            May monitor, modify, maintain, and configure technical functioning of systems interfaces and console radio equipment.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the geographic layout and road network of Suffolk County; thorough knowledge of the procedures and practices of the Emergency Services program in responding to requests for medical, fire and rescue assis­tance; good knowledge of emergency medical, fire and rescue terminology; skill in operating two-way radio communications equipment; skill in entering emergency services data into a computer with speed and accuracy; ability to remain calm while eliciting information from persons who may be in a highly emotional state; ability to act quickly and efficiently under stress; ability to plan and super­vise the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; freedom from any speech or hearing defect which would impair one's functioning in this position; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Emergency Services Dispatcher I.

 

NECESSARY SPECIAL REQUIREMENT

Candidates must possess both an Emergency Medical Dispatcher certificate and a Fire Services Dispatcher certificate gained through an approved course as determined by the appointing authority; appointees must maintain valid certificates throughout their employment in this title.

 

Depending upon assignment, may be required to possess a valid license to operate a motor vehicle in New York State.
