DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the supervision and scheduling the entire emergency services radio unit consisting of Emergency Services Dispatchers I and II who receive requests for medical, fire or rescue assistance and contact the appropriate emergency service unit via a two-way radio communica­tions system.  The employee is responsible for the overall scheduling of person­nel and workflow, for recommending procedural changes and for implementing new practices and procedures. The incumbent is also responsible for directing the unit in times of large-scale emergencies and for coordinating the efforts of a large number of emergency service units when necessary.  Work is supervised by higher-level administrators through written reports and conferences. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Schedules the overall operation of the central radio of a two-way emergency medical, fire and rescue communications system, which functions on a 24-hour basis;

            Supervises the Emergency Services Dispatchers II who are responsible for the workflow and assignments of duties on an assigned shift for the Emergency Services System;

            Compiles reports concerning the functions and procedures of the Emergency Service System and serves as a staff advisor regarding matters pertaining to communications;

            Recommends new procedures or changes in existing procedures to promote efficiency and improved workflow;

            Oversees the setting up and maintenance of street indexes for the County;

            Directs the efforts of the emergency services system during times of large-scale emergencies;

            Maintains standard operating procedures related to communications for the county emergency operations center and all subsidiary centers;

            Maintains records of available emergency personnel and equipment, district and community lines of responsibility, and mutual aid systems.

            Maintains liaison with emergency communications officers in surrounding jurisdictions to achieve uniformity and continuity of services;

            Prepares and maintains the communications annex to the county emergency management plan;

            May operate a mobile command unit, the major emergency response vehicle (MERV), a van, or other pool vehicle.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the geographic layout and road network of Suffolk County; thorough knowledge of the procedures and practices of the Emergency Services program in responding to requests for medical, fire and rescue assis­tance; thorough knowledge of emergency medical, fire and rescue terminology; working knowledge of the operation of the emergency services computer system and of two-way radio communications equipment; ability to act quickly and make sound decisions under stress; ability to administer the functions of the Emergency Services System in a manner conducive to efficiency, full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Emergency Services Dispatcher II.

 

NECESSARY SPECIAL REQUIREMENT 

Candidates must possess both an Emergency Medical Dispatcher certificate and a Fire Services Dispatcher certificate, gained through an approved course as determined by the appointing authority; appointees must maintain valid certificates throughout their employment in this title.

 

Depending upon assignment, may be required to possess a valid license to operate a motor vehicle in New York State.
