DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing analytical, procedural and system design functions for telephone communication systems.  The incumbent is responsible for analyzing current and projected communications requirements of departments, and for assisting in detailed equipment planning.  A primary goal is to obtain a favorable balance between quality of service and cost of communication expenditures.  Supervision may be exercised over Communications Analysts I or other lower-level technical personnel. Work is performed under the general supervision of an administrative supervisor and is reviewed through conferences and the submission of reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Maintains liaison with user departments, the Telephone Company and with other vendors relative to the purchase, installation and maintenance of telephone communication equipment;

            Prepares analytical reports, proposals and bid specifications for telephone communication equipment;

            May supervise and/or provide technical guidance to lower-level personnel;

            Assesses the need of user departments for additional equipment or equipment modifications;

            Evaluates vendor responses to equipment bid requests;

            Analyzes telephone communication networks; makes recommendations for design changes to achieve network optimization.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, procedures and application of sophisticated communication systems; good knowledge of current developments, research and literature in the communications field; good knowledge of the different communications requirements of federal, state and local governmental agencies and jurisdictions; good knowledge of systems analysis as it applies to the communications field; ability to systematically analyze and solve problems involved in communications systems; ability to establish and maintain effective working relationships with officials of other agencies and jurisdictions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a standard senior high school or possession of a high school equivalency diploma, and seven (7) years of experience working with a large-scale telephone communications system in a position which involves responsibility for system planning, modification or analysis. 

 

NOTE:  Up to four (4) years of education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Communications Analyst I or Communications Technician II or two (2) years of permanent competitive status as a Communications Technician I.
