DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class is
responsible for developing, planning and improving the County's
telecommunications system. Supervision
is exercised over employees who are responsible for meeting communications
requirements and for administering the policies and procedures governing the
use of communications equipment and systems.
The work is performed under the general supervision of an
administrative supervisor, and is reviewed through conferences and the
submission of required reports for the achievement of desired results. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans
and directs the development of improved telecommunications systems;
Directs
the implementation of the telecommunications systems on an on-going basis;
Supervises
the computerized techniques required to analytically design optimum voice and
data communications networks and charges departments for their use of such
networks;
Supervises
the preparation and evaluation of technical specifications for procurement of
competitively bid electronic voice, data, video and other telecommunications
equipment;
Maintains
close liaison with department heads for the proper implementation and operation
of telecommunications policies and procedures in a manner compatible with
effective and efficient operation;
Supervises
the preparation of the telecommunications capital and operating budgets;
Interprets
and administers contracts with private vendors;
Supervises
the preparation of phone directories.

Comprehensive knowledge of the
principles, procedures and applications of sophisticated communication systems;
thorough knowledge of current developments, research and literature in the
communications field; thorough knowledge of the various communications
requirements of federal, state and local governmental agencies and
jurisdictions; thorough knowledge of systems analysis as it applies to the
communications field; thorough knowledge of the capabilities and limitations
of modern communications networks; ability to systematically analyze and solve
problems involved in communications; ability to establish and maintain
effective working relationships with officials of other agencies and jurisdictions;
ability to express oneself clearly and concisely, both orally and in writing;
good judgment; tact; courtesy; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS
OPEN-COMPETITIVE
Either:
a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree, and four (4) years of experience with a large-scale
communications facility in a position which involves responsibility for
communications planning, systems modification or analysis; or,
b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and eight (8) years of experience working with a
large-scale communications facility in a position which involves responsibility
for communications planning, systems modification or analysis; or,
c)
An equivalent combination of education and experience as defined by the limits
of a) and b).
