DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs analyses and evaluations of the financial activities of public entities and private corporations with an emphasis on recommendations for a County fiscal program in accordance with legislative policy.  Work is performed under the general supervision of an administrative superior in the County Legislature's Office of Budget Review.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Evaluates, analyzes and compares financial activities of corporations, organizations and municipalities in accordance with directives from the County Legislature;

          Reviews financial statements and applies financial and debt criteria to assess the relative health and growth of Suffolk County and its industry;

          Performs bonding feasibility studies and forecasts the impact of long and short term debt on the County tax rate;

          Evaluates, reports and makes recommendations on the related financial aspects of the County for use in implementing fiscal programs in agreement with legislative policy direction.

Thorough knowledge of the generally accepted principles of governmental and public accounting; thorough knowledge of the principles of cost-benefit and cash flow analysis; thorough knowledge of the general principles of public finance administration; thorough knowledge of analysis methods used to interpret and evaluate data and statistics; ability to perform bonding feasibility studies and forecast tax implications of short and long tern debt; ability to analyze financial statements; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to establish and maintain effective working relationships with legislators, staff, agency representatives and others associated with the analyses performed; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Master's Degree in Business Administration and two (2) years of experience analyzing Financial Statements for a major corporation, financial institution, government entity, or medium to large size accounting firm.

 

NOTE:  A major corporation, financial institution or government entity is defined as one having assets over one million dollars.  A medium to large size accounting firm is defined as having more than twenty partners and billings over one-half million dollars.
