FEATURES OF THE CLASS
Under general
direction, an employee in this class is responsible for the administration of
the Finance and Taxation Division of the Suffolk County Department of Audit and
Control. The incumbent oversees the financial management system, advises
the County Comptroller in the management of County funds, and exercises
initiative and independent judgment in directing the fiscal operations of the
Division. Work is reviewed by the County
Comptroller or the Chief Deputy County Comptroller through periodic
conferences, reports and observations. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Administers the Department
of Audit and Control’s Finance and Taxation Division, which is responsible for
a variety of functions including auditing and accounting methods and procedures
of cash flow;
Assists the County Comptroller in
the development and implementation of policies and procedures for the
administration of Division operations;
Interprets new regulations,
procedures and requirements as promulgated by the County Comptroller, the State
Department of Audit and Control, and the Federal Government;
Assists the County Comptroller in handling
all matters related to bankruptcy claims and small claims court ordered
petitions for reduction of assessment and tax refunds;
Acts as liaison for the Division
with other County Departments, and Federal, State and local agencies on matters
related to tax map, property taxes and forfeiture laws;
Coordinates the accounting
activities of all County Departments to conform to the requirements of the
Finance and Taxation Division.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles and practices of public administration; comprehensive knowledge of the responsibilities, functions and procedures of the Comptroller’s Office; good knowledge of effective supervisory techniques; thorough knowledge of and ability to interpret the Suffolk County Tax Act and Real Property Tax Laws; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to establish and maintain effective working relationships with County employees and with the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
`(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor’s Degree and eight (8) years of administrative experience directing
the activities of staff including five (5) years in a position with a
government agency with responsibility for overseeing matters related to budget,
finance, taxation, bankruptcy, and other financial issues; or,
(b) Graduation from a standard
senior high school and twelve (12) years of administrative experience directing
the activities of staff including five (5) years in a position with a
government agency with responsibility for overseeing matters related to budget,
finance, taxation, bankruptcy, and other financial issues; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
