DISTINGUISHING FEATURES OF THE CLASS

Under direct supervision, an employee in this class performs for the Department of Audit and Control operational and financial reviews of municipal departments, contract agencies or a group of related organizations.  Work is closely supervised as professional abilities are developed but becomes more independent as expertise is gained.  Reviews are directed toward improvements in the efficiency, economy and effectiveness of operations and/or programs, with specific emphasis on economy.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Plans, organizes and performs operational and financial reviews of municipal departments, contract agencies or a group of related organizations;

          Develops and/or modifies objectives, guidelines, scope and methods for specific projects;

          Coordinates and evaluates data, records, reports, contracts and policies to support conclusions and recommendations;

          Provides reviews for contractual and financial compliance; recommends appropriate revisions;

          Defines an agency's program objectives, evaluates accomplishments, determines compliance with accounting standards and management principles, recommends more economical methods of accomplishing goals.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the generally accepted principles of governmental accounting; good knowledge of the principles of managements analysis, organizational theory and cost-benefit analysis; ability to conduct studies of government operations and perform financial research; ability to analyze complex data and determine the most economical means of accomplishing objectives; ability to prepare comprehensive reports; ability to acquire rapidly a good knowledge of the financial regulations and guidelines related to governments programs; ability to establish effective working relationships with public officials and administrators; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Management, Economics, Finance or Accounting, and two (2) years of government or business experience in performing research, audits and/or analyses.

 

NOTE:  Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.
