DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class supervises and participates for the Department of Audit and Control in the preparation of operational and financial reviews of municipal departments, contract agencies or a group of related organizations. Reviews emphasize the most economical means of achieving objectives.  Work is reviewed through conferences and reports.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

          Directs the planning, organizing and performance of operational and financial reviews of municipal departments, contract agencies or a group of related organizations; 

          Oversees and participates in the coordination and evaluation of data, records, reports, contracts and policies to support conclusions and recommendations; 

          Assigns work to employees, reviews work in progress and evaluates work papers and schedules; 

          Prepares complex financial and/or operational reports and makes recommendations for more economical means of achieving goals; 

           Develops and/or modifies objectives, guidelines, scope and methods for specific projects. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the generally accepted principles of governmental accounting; thorough knowledge of financial regulations and guidelines related to government programs; thorough knowledge of the principles of management analysis, theory and cost-benefit analysis; ability to conduct studies of government operations and perform financial research; ability to analyze complex data and determine the most economical means of accomplishing objectives; ability to prepare comprehensive reports; ability to supervise employees in a manner conducive to full performance and high morale; ability to establish effective working relationships with public officials and administrators; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Management, Economics, Finance or Accounting, and four (4) years of government or business experience in performing research, audits and/or analyses, at least one (1) year of which must have been in a supervisory capacity.

 

NOTE: Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience up to two (2) years of the above experience.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Operations Review Specialist.
