DISTINGUISHING FEATURES OF THE CLASS
An
employee in this class assists in directing the analysis of policy, finances,
law and administration for the County Legislature and assists in the general
administration of the Budget Review Office.
Supervision is exercised over the Assistant Director and subordinate
professional staff. Work is performed
under the general direction of the Director of Budget Review and is reviewed
through consultations and conferences.
Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
the Assistant Director and subordinate professional staff;
Acts for the Director by
representing the Budget Review Office at legislative meetings and other
functions;
Acts for the Director by
serving as a liaison and technical advisor to the Legislature;
Assists in developing the
overall theme and objective for Budget Review Reports;
Assists the Director in
the review and report to the Legislature on the fiscal capacity, necessity and
efficiency of departmental budgets and management practices.

Comprehensive
knowledge of methods and techniques employed in performing government and
fiscal studies and conducting research projects; comprehensive knowledge of the
principles and practices of public administration and public finance;
comprehensive knowledge of the principles, methods and techniques of public budgeting
work; comprehensive knowledge of analysis methods used to interpret and
evaluate data and statistics; thorough knowledge of research methods and survey
techniques; ability to analyze facts and exercise sound judgment in arriving at
conclusions; ability to establish and maintain effective working relationships
with legislators, staff, agency representatives and other persons associated
with research studies; ability to supervise subordinates in a manner conducive
to full performance and high morale; ability to express oneself clearly and
concisely both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a regionally accredited or New York State registered college
or university with a Master's Degree in Political Science, Public
Administration, Business Administration, Urban Policy, or Social Welfare and
nine (9) years of government agency experience in the analysis of program,
management, finance, personnel, policy and/or budgets which includes three
years of administrative responsibility for coordinating a staff analyzing
budgetary and fiscal policies for a legislative body.
PROMOTIONAL
One
year of permanent competitive status as an Assistant Director of Budget Review;
or, two (2) years of permanent competitive status as a Chief Legislative
Analyst.
