DISTINGUISHING
FEATURES OF THE CLASS
An employee in this
class supervises a team of auditors engaged in auditing the accounting records
of a municipal jurisdiction, department or contractor either within an assigned
geographical section or in a specialized financial area. Work may include the
development and installation of new accounting procedures. Supervision is exercised over Auditors,
Auditor Trainees and clerical personnel. Assignments are received from a
professional or administrative supervisor who reviews work for conformance with
departmental policies, procedures and adherence to auditing principles. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises and participates in field
audits of municipal, departmental or contractor financial records in an
assigned geographic area to insure compliance with legal provisions, uniform
accounting procedures and established procedures for general financial
administration;
Audits financial records for a specific
program within a municipal jurisdiction or department;
Analyzes work papers and audit
reports submitted by personnel; conducts specialized examinations to verify
essential data submitted in auditing reports;
Prepares audit reports and makes
appropriate recommendations for changes and improvements in accordance with
findings;
Maintains effective working
relationships with agencies being audited.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of accounting principals and procedures and the ability to apply this knowledge
to auditing accounting records; thorough knowledge of generally accepted
governmental auditing standards as promulgated by the United States General
Accounting Office and American Institute of Certified Public Accounts; thorough
knowledge of laws, rules, and regulations governing municipal audits; good
knowledge of electronic data processing as applied to accounting operations and
auditing procedures; ability to prepare complete and accurate work papers and
audit reports; ability to supervise and coordinate the work of an auditing
staff in a manner conducive to full performance and high morale; ability to
perform detailed work involving written or numeric data and make arithmetic
computations rapidly and accurately; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, which includes, or is supplemented by, twenty-four (24)
credits in Accounting, and four (4) years of experience as an accountant or
auditor.
NOTES:
Bookkeeping
experience will NOT be credited towards meeting the above minimum
qualifications.
Possession of a New
York State license as a Certified Public Accountant may be substituted for two
(2) years of experience as an accountant or auditor.
PROMOTIONAL
Two (2) years of permanent
competitive status as an Auditor or Accountant.
