DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises professional personnel in auditing the financial records of one or more of the departments or contractors of the county government. Work may include development of accounting procedures and techniques designed to meet specialized department needs. The incumbent schedules audit assignments and reviews auditing reports submitted by personnel for adherence to established auditing principles, policies and procedures. Supervision is re­ceived from a professional or administrative supervisor who reviews work through periodic conferences, review of audit reports and general observation of the conduct of the audit program. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Plans, assigns, reviews and supervises the work of professional personnel engaged in performing assigned audits of financial records of county departments or contractors;

            Ensures adherence to generally accepted governmental auditing standards and departmental policies and procedures;

            As appropriate, may recommend and advise in the installation of improved accounting systems throughout the county government to provide for an accurate accounting and reporting of public funds;

            Coordinates audit activities of the county with auditees, independent auditors under contract and other governmental audit authorities as appropriate.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of accounting principles and methods; thorough knowledge of generally accepted governmental auditing standards as promulgated by the United States Government Accounting Office, and American Institute of Certified Public Accountants; thorough knowledge of the laws, regulations and rules effective in the county relating to the financial records of county departments; good knowledge of public financial administration; good knowledge of office practices, procedures and appliances; good knowledge of the adaptabilities and limitations of data processing equipment to accounting operations and auditing procedures; ability to analyze and interpret accounting data, devise audit procedures and techniques and to devise specialized and general accounting systems; ability to lay out work programs and to instruct and supervise person­nel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to conduct effective governmental public relations; ability to keep complex records and to prepare and submit reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, which includes, or is supplemented by, at least twenty-four (24) credits in Accounting, and six (6) years of experience as an auditor or accountant.

 

NOTES:

            Bookkeeping experience will NOT be credited toward meeting the above minimum qualifications.

            Possession of a New York State License as a Certified Public Accountant may be substituted for two (2) years of experience as an accountant or auditor.

 

PROMOTIONAL

            Two (2) years of permanent competitive status as a Senior Accountant or Senior Auditor; or,

            One (1) year of permanent competitive status as a Payroll Compliance Examiner.
