DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class
directs a variety of professional auditing and accounting activities. Positions
may be in the Department of Audit and Control or other County department with
strictly regulated major financial responsibilities or in a position with
similar responsibilities in the Community College. The incumbent may be
responsible for the technical supervision of a variety of fiscal functions such
as: auditing and finance procedures in relation to all County or College
departments, contractual agencies and contractors, or auditing and financial
monitoring of Social Services Department programs. Considerable independent
initiative and judgment is exercised in ensuring that fiscal policy is executed
in accordance with the law. Supervision is exercised over professional and
clerical personnel. The incumbent may recommend acceptable jurisdiction-wide
accounting systems. Work is reviewed through periodic conferences, reports and observations
for adherence to established departmental practices and procedures. Does
related work as required.
TYPICAL WORK ACTIVITIES
Plans and supervises the work of personnel engaged in
the auditing of County or Community College fiscal records;
Conducts conferences and advises accounting and
auditing supervisors, County and/or College officials and others on the
interpretation of government fiscal or audit policies and procedures;
interprets new regulations, procedures and requirements;
Recommends the installation of new and revised
accounting and auditing systems, methods and procedures;
Advises accounting supervisors of the standards to be
followed in submitting fiscal reports and maintaining departmental accounting
records;
May direct the auditing of all accounting records for
Social Services Department programs;
May coordinate the accounting and auditing activities
of all departments of the County government or of the Community College to
correspond with those of the New York State Department of Audit and Control;
Prepares a variety of financial and statistical
records and reports.

SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of
laws, rules and regulations pertaining
to the administration of financial records in the office of the County
Comptroller as well as individual County departments or the Community College;
thorough knowledge of accounting and auditing principles and practices and
their application to the development, installation and maintenance of
government accounting systems; good knowledge of the fiscal interrelationship
of the state, County, College, town, local district and special district
governments; good knowledge of budgeting, federal and state aid, and local laws
as pertaining to fiscal policy, and the interrelation of all functions; good
knowledge of electronic data processing as applied to accounting operations and
auditing procedures; good knowledge of office practices, procedures and
management; ability to analyze and interpret accounting data, devise audit
procedures and techniques, and to devise specialized and general accounting
systems; ability to prepare complete and accurate fiscal reports and statements
of considerable complexity; ability to plan, assign and direct professional
personnel in a manner conducive to full performance and high morale; ability to
establish and maintain effective working relationships with supervisory
accounting personnel and government officials; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree, which
includes, or is supplemented by, at least twenty-four (24) credits in
Accounting, and eight (8) years of experience as an auditor of accountant, at
least three (3) years of which must have included administrative responsibility
in a government agency for planning, directing and coordinating the activities
of a staff working in several units or performing several separate functions.
NOTES
Bookkeeping experience will not be credited toward
meeting the above minimum qualifications.
Possession of a New York State license as a Certified
Public Accountant may be substituted for two (2) years of non-specific
experience as an accountant or auditor.
PROMOTIONAL
Two (2) years of permanent competitive status as a
Principal Auditor or Principal Accountant; or,
One (1) year of permanent competitive status as an
Investigative Auditor.
