DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists budget office staff with the preparation, authorization and execution phases of the budgetary process for the capital and operating budgets.  The incumbent is expected to complete tasks requiring specialized knowledge of budgetary techniques, admin­istration and processes independently, but refers the more difficult technical decisions to supervisory personnel.  The work involves responsibility for performing highly specialized work related to the preparation, production and execution of a municipality's operating and capital budgets.  Work is performed under the general supervision of an assigned technical or administrative supervisor and is reviewed while in progress and upon completion for the achievement of desired results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Composes budget request forms and control forms on a word processor for printing and ultimate distribution to operating departments;

            Logs and controls the flow of contracts and agreements for signature and distribution;

            Scans contracts and agreements for completeness, and to insure that encum­brance forms, disclosure statements and other addenda are included;

            Types recommended and adopted capital and operating budgets;

            Coordinates the printing of the budgets;

            Proofreads budget documents and reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the operations and techniques of word processing; good knowledge of the principles and practices involved in governmental and managerial procedures; good knowledge of public budgetary administration and process; good knowledge of budgetary terms; skill in the operation of a word processor; ability to prepare tabular data in a concise and understandable form; ability to keep a variety of records; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

             Graduation from a standard senior high school or possession of a high school equivalency diploma and two (2) years of clerical or word processing experience in budget preparation or budget admin­istration for a public or private organization.

 

NOTE:  Additional education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.
