DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in directing the analysis of policy, law, finance and administration for the County Legislature and assists in the general administration of the Budget Review Office.  Supervision is exercised over a subordinate analytical and clerical staff to whom work is assigned as required to meet the demands of projects.  Work is performed under the general direction of the Director of Budget Review and is reviewed through consultations and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises professional staff, providing general direction and guidance as to the scope of a project, sources of information and deadlines;

            Assists in directing the analysis of program information;

            Reads, edits and reviews all reports in order to be able to respond direct­ly to legislative inquiries about specific aspects of a report;

            Discusses findings and recommendations of the Budget Review Office's reports and analyses with legislators, County officials and representatives of the media;

            Represents the Budget Review Office at legislative meetings and committee meetings.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of methods and techniques employed in performing government and fiscal studies, and conducting research projects; comprehensive knowledge of the principles and practices of public administration and public finance; comprehensive knowledge of the principles, methods and techniques of public budgeting work; thorough knowledge of research methods and survey tech­niques; thorough knowledge of analysis methods used to interpret and evaluate data and statistics; good knowledge of the sources of information in the field of research, ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to establish and maintain effective working relationships with legislators, staff, agency representatives and others associated with research studies; ability to supervise subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and con­cisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a)  Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Political Science, Public Administration, Finance, Accounting, Business Administration, Urban Policy, or Social Welfare and seven (7) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included two (2) years of administrative responsibility for planning, directing and coordinating the activities of a staff which analyzes government programs and policies; or,

 

            ( b ) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and nine (9) years of government agency experience in the analysis of programs, management, finance, personnel, policy, and/or budgets, which has included two (2) years of administrative responsibility for planning, directing and coordinating the activities of a staff which analyzes government programs and policies; or,

 

            (c)  An equivalent combination of education and experience as defined by the limits of (a) and (b) except that no substitute will be accepted for the two (2) years of specified administrative responsibility.        

           

            PROMOTIONAL

            One (1) year of permanent competitive status as a Chief Legislative Analyst; or, three (3) years of permanent competitive status as a Principal Legislative Analyst.
