DISTINGUISHING FEATURES OF THE CLASS
Under
general direction, an employee in this class supervises a group of Investigative
Auditors who are responsible for conducting audits and investigations of
financial records of corporations, partnerships and individuals suspected of
being in criminal violation of the Penal Law and other laws of the State of New
York, and/or performs investigative auditing functions of a high level of
complexity. Work includes planning and
developing audit programs and operating procedures to be implemented by the
investigative auditing staff.
Assignments are received from a professional or administrative
supervisor who reviews work upon completion.
Does related work as required.
TYPICAL WORK ACTIVITIES
Plans,
directs, and coordinates the activities of an investigative auditing staff;
Meets with attorneys and
staff to plan the scope, direction, and extent of the investigative procedures
to be implemented in investigations;
Coordinates and oversees
the training and staff development of investigative auditing personnel;
Supervises and may
participate in the activities of investigative auditing personnel, including
examining, analyzing and reconstructing complex accounting books and records,
preparing reports and testimony for grand jury proceedings, and testifying in
criminal proceedings when necessary;
Oversees the accounting
and financial management of federal and state civil forfeiture funds, which may
include banking, accounting, fund reconciliation, and financial reporting;
Establishes, structures,
manages, and reports special funds and accounts in highly confidential
undercover operations and coordinates the financing and accounting of special
operations;
Assumes responsibility
for highly complex financial investigative audits.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of accounting principles and practices as they relate to private and
government agencies; thorough knowledge of techniques and practices used in
investigating financial records; thorough knowledge of the penal code and other
New York State laws as they relate to financial records; thorough knowledge of
investigative techniques and procedures; thorough knowledge of the type of
business documents and financial and accounting records maintained by
government agencies, business entities, and professionals in various
industries; ability to supervise and coordinate the work of the investigative
auditing staff in a manner conducive to full performance and high morale;
ability to consolidate detailed reports and provide recommendations for
criminal proceeding that may follow; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a regionally accredited or New York State registered college or university
with a Bachelor's Degree in Accounting and seven (7) years of experience as an
auditor, two (2) years of which must have been in the field of investigative
auditing;
NOTE: Relevant
additional education may be substituted for experience on a year-to-year basis
with a maximum of two years.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Investigative Auditor; or,
One (1) year of permanent
competitive status as a Chief Auditor.
