BUDGET TECHNICIAN 0240
An employee in this class is responsible for assisting in
the examination and analysis of budget requests and estimates submitted by
departments and agencies. The incumbent
assists in the review and analysis of requests for budget allocations and
changes. Work includes responsibility
for the maintenance of accounting records and the preparation of financial
reports for use by supervisors in cost analyses. Supervision is received from a Senior Budget
Examiner or other administrative supervisors, who review work both in progress
and on completion through frequent consultation, observation and review of
written reports. Does related work as
required.
TYPICAL WORK ACTIVITIES
Assists
in the review and analysis of annual budget requests submitted by departments
and agencies;
Prepares
financial reports on current expenditures for use in making budgetary
comparisons and projections;
Writes
drafts of resolutions on transfers of funds and interim changes in departmental
budgets;
Maintains
accounting records and submits reports on chargeback costs for separate funds
and state and federal aid;
Makes
periodic reviews and maintains records of claims paid on department contracts.

PERSONAL CHARACTERISTICS
Thorough knowledge of the methods used in statistical and
fiscal reporting; some knowledge of the principles, practices and procedures of
accounting as it applies to budgetary analysis and review; ability to learn the
principles and procedures of public financial administration and budgeting;
ability to analyze statistical information and to make arithmetic calculations
quickly and accurately; ability to keep records and prepare financial and
statistical reports; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and three (3) years of clerical experience in budget preparation or
budget administration for a public or private organization.
NOTE:
Additional education from a college with federally-authorized accreditation or
registration by NY State will be substituted for experience on a year-for-year
basis.
PROMOTIONAL
One (1) year of permanent competitive status
as a Budget Assistant.
