DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class reviews and analyzes requests for budget changes and allocations and compiles reports and tentative recommen­dations for review and approval of a Senior Budget Examiner or Assistant Budget Director.  Work is reviewed through conferences, written reports and observation of work in progress and upon completion.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Applies workload standards to budget requests;

            Reviews requests for changes in departmental allotments and fund transfers;

            Compares requested amount with prior years' experience and with budgetary guides;

            Assists in the examination, review and analysis of interim changes in departmental budgets;

            Assists in the preparation of special studies or fiscal analyses;

            Assists in making projections of expenditures and revenue trends;

            Prepares analytical reports and makes appropriate recommendations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Some knowledge of principles, practices, methods and techniques of public administration, public finances and budgeting; good knowledge of statistical methods and of modern office practices; ability to read and interpret written instructions and to accept general direction; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to keep records and submit reports; ability to express oneself clearly and concisely, orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Either:

a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and two (2) years of experience in budgetary review and preparation; or,

 

b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and five (6) years of experience in budgetary review and preparation.

 

            c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

PROMOTIONAL

One (1) year of permanent competitive status as a Budget Analyst.
