SENIOR BUDGET EXAMINER 0242
Under general supervision, an employee in this class
supervises and performs professional work in the review, analysis and
evaluation of departmental budgets and of interim departmental budget
changes. The incumbent prepares reports
and tentative recommendations for the review and approval of the Budget
Director. The work includes review and
recommendations on the work of Budget Examiners and examination of budget
changes such as transfer of funds, reallotments and establishment of new
positions. Does related work as
required.
TYPICAL WORK
ACTIVITIES
Supervises and instructs employees in conducting reviews
and preparing reports;
Compiles budget requests and
tentative recommendations for review of the County Executive and Budget Director;
Prepares complete and concise budget
forms and instructions and keeps them up-to-date;
Assists
departments in interpretation of budget instructions and in preparation of
budget in the development, preparation and implementation of both operating and
capital budgets;
Makes
projections of expenditures and revenue trends;
Evaluates reallotment requests and
reviews departmental encumbrance requests.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles, practices, methods and
techniques of public administration, public finance and budgeting; good
knowledge of statistical methods and of modern office practices; ability to
supervise employees and maintain a good working relationship; ability to
analyze facts and to exercise sound judgment in arriving at conclusions; ability
to keep a variety of records and to prepare and submit reports; ability to
establish effective working relationships with all departments; ability to
express oneself clearly and concisely, both orally and writing; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s
Degree and four (4) years experience in
budgetary review and preparation.
b) Graduation from a college with federally-authorized accreditation or registration by NY
State with an Associate's Degree and six (6) years of
experience in budgetary review and preparation.
NOTE: Relevant additional education from a college with federally-authorized accreditation or registration by NY
State will be substituted for experience on a year-for-year basis.
PROMOTIONAL
Three (3) years of permanent competitive status as a
Budget Analyst; or,
Two (2) years of permanent
competitive status as a Budget Examiner; or,
One (1) year of permanent status as
a Senior Budget Analyst.
