DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class develops, implements and
revises county budget principles and methodology. Responsibilities include assisting in the
overall operation of the budget unit and in initiating and carrying out
programmatic area studies to be utilized in the formation of budgetary
policies. Supervision is exercised over
lower level professional staff. Work is reviewed through frequent conferences
and evaluation of the effectiveness of budgetary programs. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assists in directing the day-to-day operations of the
County Budget Office and supervises professional staff in the preparation and
implementation of the County Operating and Capital Budget;
Directs the preparation of complete
and concise budget forms and instructions;
Consults the department heads on
matters involving budget preparation and execution;
Assists the Budget Director and the
Chief Budget Examiner in directing the conduct and implementation of studies
and programs to improve the efficiency of county government operations.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices, methods
and techniques of public finance and budgeting; thorough knowledge of
statistical concepts and methods; thorough knowledge of modern office practices
and procedures; good knowledge of recent developments, current literature and
sources of information in public budgeting work; ability to analyze facts and
to exercise sound judgement in arriving at conclusions; ability to keep a
variety of records and to prepare and submit reports; ability to express
oneself clearly and concisely, both orally and in writing; ability to establish
effective working relationships with all departments; ability to supervise
employees in a manner conducive to full performance and high morale; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either
a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Master's degree in Public Administration or
Business Administration and four (4) years of experience in budget analysis and
preparation, two (2) years which must have been in a municipal agency; or,
b)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's degree in Public Administration or
Business Administration and six (6) years of experience in budget analysis and
preparation, two (2) years of which must have been in a municipal agency; or,
c)
An equivalent combination of education and experience as defined by the
limits of a) and b).
PROMOTIONAL
One (1) year of permanent competitive status as a Senior
Budget Examiner or Executive Analyst;
Two (2) years of permanent
competitive status as a Senior Budget Analyst.
