DISTINGUISHING
FEATURES OF THE CLASS
An
employee in this class assists the Budget Director in directing the production,
review, analysis and control of the Capital Budget, the Operating Budget,
budget programs and budget systems of the County. The incumbent develops, revises and
implements budgetary procedures to ensure effective compliance with current
fiscal policies which have been adopted by the
TYPICAL
WORK ACTIVITIES
Assists the Budget Director in
the development of budgeting and fiscal policies and programs for
recommendation to the
Coordinates the work of the
various units of the Budget Office;
Works with the Budget Director in
the planning and implementation of a budget format and reporting system;
Reviews the Capital and Operating
Budgets of the County, and analyzes debt service, bonding, insurance and
employee benefits;
Oversees revenue and income
producing activities of the
Recommends to the Budget Director
changes in systems and programs;
Acts as the Budget Director in
the Director's absence.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the principles, practices, methods and techniques of public
finance and budgeting; thorough knowledge of the principles, practices, methods
and techniques of public administration; thorough knowledge of recent
developments, current literature and sources of information in public budgeting
work; good knowledge of municipal finance laws as they apply to debt service
administration; good knowledge of state
and federal aid regulations as they apply to Capital and Operating Budgets;
good knowledge of special district accounting and financing; ability to perform
financial forecasting; ability to supervise the programmatic and procedural
functions of the various budget units; ability to devise, implement, regulate
and administer budget and financial data systems; ability to represent the
office of the County Executive on technical and procedural matters, and to
establish and maintain effective working relationships with employees,
department heads and the County Legislature; ability to analyze facts and to
exercise sound judgment in arriving at conclusions; ability to keep a variety
of records and to prepare and submit reports; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from an accredited college or
university with a Master's Degree in Public Administration or Business
Administration, and six (6) years of experience in public finance, public
budgeting systems, and/or intergovernmental revenue systems. Two (2) years of
this experience must have been at an administrative* level; or,
(b) Graduation from an accredited
college or university with a Bachelor's Degree in Public Administration or
Business Administration and eight (8) years of experience in public finance,
public budgeting systems, and/or intergovernmental revenue systems. Two (2)
years of this experience must have been at an administrative* level; or,
(c) An equivalent combination of education and
experience as defined by the limits of (a) and (b).
*The
term "administrative", as used here, refers to a policy-making
position involving responsibility for high-level policy decisions.
PROMOTIONAL
One (1) year of permanent
competitive status as a Chief Budget Examiner, Chief Executive Analyst, Chief
Financial Analyst, or Special Projects Coordinator.
