DISTINGUISHING FEATURES OF THE CLASS
An employee in this class directs the review and
analysis of the annual Capital and Operating Budgets, budget programs and
budget procedures of the County. The
incumbent analyzes, reviews and monitors County fiscal operating procedures and
is responsible for developing, revising and implementing budgetary procedures
to ensure effective compliance with current fiscal policies and the Budget
adopted by the County Executive and County Legislature. The incumbent exercises direct supervision
over Assistant Budget Directors and the entire staff of the Budget Office. The incumbent's work is performed under the general
direction of the County Executive and is evaluated through frequent conferences,
reports and observation of the effectiveness of budgetary programs. Does related work as required.
TYPICAL WORK ACTIVITIES
Reviews
and analyzes departmental budgetary requests and recommends to executive and
legislative supervisors amount to be appropriated;
Reviews
budgeted and unbudgeted expenditures proposed by departments and recommends
action to the County Executive;
Initiates,
implements and monitors budgetary controls;
Implements
changes in budgeting systems and programs and makes recommendations concerning
budgetary data systems;
Reviews
and reports on the fiscal capacity, necessity, efficiency and effectiveness of
departmental programs and management practices;
Develops
and prepares a procedural manual for budget requests;
Develops
and makes recommendations concerning the Operating Budget for the review and
approval of the Deputy County Executive for Finance and the County Executive;
Represents
the Office of the County Executive at legislative meetings to explain and
justify budget proposals.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles,
practices, methods and techniques of public administration, public finance and
budgeting; thorough knowledge of statistical concepts and methods; thorough
knowledge of recent developments, current literature and sources of information
in public budgeting work; ability to analyze facts and to exercise sound
judgment in arriving at conclusions; ability to keep a variety of records and
to prepare and submit reports; ability to represent the Office of the County
Executive on technical and procedural matters, and to establish and maintain
effective working relationships with employees, department heads and the
general public; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Master's Degree in Public
Administration, Business Administration, or Finance and eight (8) years of
experience in public finance, public budgeting systems, and/or
intergovernmental revenue systems, two (2) years of which must have been at an
administrative* level; or,
(b)
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree in Public Administration, Business
Administration, or Finance and ten (10) years of experience in public finance,
public budgeting systems and/or intergovernmental revenue systems, two (2)
years of which must have been at an administrative* level; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
*The term "administrative", as used here,
refers to a policy-making position involving responsibility for high-level
policy decisions; i.e., responsible direction of an organization comprised of
more than one unit and involving multiple functions. The experience must involve areas such as
planning, resource allocation, policy formulation and fiscal accountability.
PROMOTIONAL
One
(1) year of permanent competitive status as an Assistant Budget Director or
Deputy Budget Director.
