DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for the preparation of the Suffolk County capital program review, operating budget and capital budget analysis or for the development, evaluation and supervision of program and policy analysis.  The incumbent is also responsible for developing legislative policy alternatives in the establishment of goals and funding levels for county programs. The work involves considerable use of independent judgment and initiative.  The duties of this position differ from those at the Senior and Principal levels in that the individual in this position has a higher level of responsibility and wider scope of program and policy analysis and implementa­tion.  The incumbent supervises a professional staff.  Performance is reviewed by an administrative superior through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Coordinates and supervises a professional staff concerned with the study and analysis of the efficiency and effectiveness of departmental and County-wide programs;

          Reviews a wide range of program administration functions, including budget­ary and financial analysis, organizational structure analysis, and program examination and impact;

          Conducts research analysis to determine the programmatic and financial impact of proposed County legislation;

          Develops policy alternatives in establishing goals and funding levels;

          Serves as program evaluation liaison to the Budget Office or the Legislature;

          May recommend consolidation of programs among County departments;

          Makes recommendations on policy matters concerning budgetary policies and procedures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices and techniques of public administration, public finance and budgeting; comprehensive knowledge of the principles of management analysis, organizational theory and cost-benefit analysis; comprehensive knowledge of statistical concepts and methods; thorough knowledge of the application of data processing systems and methods to adminis­trative procedures; thorough knowledge of the general principles of accounting and of the New York State Accounting System and budgetary process for counties; ability to conduct studies of government operations and to perform administra­tive research; ability to analyze complex data and to prepare comprehensive narrative and statistical reports in the area of public administration; ability to rapidly acquire a thorough knowledge of the legal and administrative regula­tions and guidelines related to government programs; ability to establish effective working relationships with public officials and administrators; ability to supervise the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or regionally accredited college or university with a Master's Degree in Public or Business Adminis­tration, and five (5) years of experience in governmental policy analysis, budgetary review, management or operations research, program evaluation or budgetary analysis, one (1) year of which must have been in a managerial capacity; or,

            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and seven (7) years of experience in governmental policy analysis, budgetary review, management or operations research, program evaluation or budgetary analysis, one (1) year  of which must have been in a managerial capacity; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b)

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Principal Accountant, Principal Auditor, Principal Budget Examiner, Principal Management Analyst, Principal Program Examiner, Principal Research Analyst, or Principal Financial Analyst.
