DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class supervises and per­forms professional work in the analysis, evaluation and control of departmental budgets.  Supervision is exercised over a staff performing budget functions.  Work is reviewed periodically by an administrative supervisor through conferences, reports and observations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises and works on the preparation of departmental budget estimates and justifications;

          Establishes and maintains a system of statistical recording;

          Works closely with the Budget Office of the County Executive and/or depart­mental management in providing information on budgetary expenditures;

          Reviews and analyzes cost, budget and performance reports; prepares ana­lytical summaries and recommendations for the department head or Budget Office.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of principles, practices, methods and techniques of public administration, public finance and budgeting; good knowledge of statis­tical methods and of modern office practices; ability to supervise employees and maintain a good working relationship; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to keep a variety of records and to prepare and submit reports; ability to implement and analyze computer ledger sheets; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's degree in public administration, business administration, finance, accounting or a related field and three (3) years of experience in budgetary review and preparation.

 

NOTE:  Relevant additional education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.

 

PROMOTIONAL

            Two (2) years of permanent competitive status as a Budget Analyst; or,

            Two (2) years of permanent competitive status as a Budget Examiner.
