DISTINGUISHING FEATURES OF THE CLASS

An employee in this class conducts statistical analysis of information affecting an investment or revenue program on a Countywide or departmental basis.  Depending upon the location of the position, work may involve planning for future bond offerings, debt service, cash management, and/or determining future sources of revenue.  The incumbent reports to an administrative supervisor through frequent conferences and written reports.  This position differs from those in the Budget Examiner and Budget Analyst class in that, in addition to any budget responsibilities, the incumbent develops financial policies and plans, presents these plans to the appropriate administrator or outside agency and plans and prepares the necessary statements and materials to implement the program.  Supervision will be exercised over a professional and support staff as necessary.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Conducts statistical analysis of information affecting an investment or revenue program on a County-wide or departmental basis;

            Interprets financial data for an administrative supervisor;

            Develops financial forecasts to determine sources of departmental revenues;

            Represents a department in project work relating to computerization of capital funds and cash management;

            May advise in all matters pertaining to fiscal policy;

            May represent the County Executive in preparation of official statements and prospectus; and assist the County Executive in presentation to investors and bond rating agencies;

            May act as a liaison with other fiscal departments, bond counsel and the financial community as a representative of the County Executive;

            May prepare a departmental annual budget.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of fiscal forecasting related to public administration; thorough knowledge of methods of cash flow analysis; thorough knowledge of the principles, methods and techniques of public financing and public administration; thorough knowledge of statistical concepts and methods; thorough knowledge of recent developments, current literature and sources of information regarding sale of municipal bonds; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to keep a variety of records and to prepare and submit reports; ability to express oneself clearly and concisely, both orally and in writing; ability to establish effective working relationships with all departments; ability to supervise a professional and support staff in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree in Business Administration, Finance, Accounting or a related field, and four (4) years of experience in financial planning, analysis of financial statements, cash flow analysis and/or credit analysis, two (2) years of which must have been in municipal cash flow analysis; or,

          b)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in one of the above listed fields, and six (6) years of experience in financial planning, analysis of financial statements, cash flow analysis and/or credit analysis, two (2) years of which must have been in municipal cash flow analysis.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Senior Budget Analyst, Senior Budget Examiner, Senior Financial Analyst or Senior Program Examiner.
