DISTINGUISHING FEATURES OF THE CLASS

An employee in this class reviews the Operating and Capital Budgets of the County and makes recommendations to the Budget Director regarding their development and implementation.  The incumbent acts as first in command in the absence of the Budget Director and coordinates the work of the Assistant Budget Directors.  Supervision is exercised over a staff of professional personnel.  Work is reviewed by the Budget Director through written reports and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

               Acts as first in command in the absence of the Budget Director;

               Coordinates the work of the Assistant Budget Director in managing the various units of the Budget Office;

               Makes recommendations to the Budget Director concerning budgeting and fiscal policies for the County;

               Reviews the Operating and Capital Budgets of the County, including the Community College Budget; and makes recommendations to the Budget Director regarding their development and implementation;

               Acts as the primary planning coordinator for the Budget Office in matters concerning budget format and financial and budget data reporting systems;

               Coordinates short and long term budgetary projects, including program analyses, employee contracts proposal costing, projections of revenue and expenditures forecasts, etc.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices, methods and techniques of public administration; comprehensive knowledge of the principles, practices, methods and techniques of public finance and budgeting; thorough knowledge of statistical concepts and methods; thorough knowledge of modern office appliances, practices and procedures; thorough knowledge of recent developments, current literature and sources of information in public budgeting work; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to keep a variety of records and to prepare and submit reports; ability to express oneself clearly and concisely, both orally and in writing; ability to represent the Office of the County Executive on technical and procedural matters, and to establish and maintain effective working relationships with employees, department heads and the general public; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

               OPEN COMPETITIVE

               Either:

               (a)  Graduation from a New York State or regionally accredited college or university with a Master's Degree  in Public Administration or Business Administration, and seven (7) years of experience in public finance, public budgeting systems and/or inter-governmental revenue systems.  Two (2) years of this experience must have been at the administrative* level; or,

               (b)  Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Public Administration or Business Administration, and nine (9) years of experience in public finance, public budgeting systems and/or intergovernmental revenue systems.  Two (2) years of this experience must have been at the administrative* level; or,

               (c)  An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

*The term administrative, as used here, refers to a policy-making position involving responsibility for high-level policy decisions.

 

               PROMOTIONAL

               One (1) year of permanent competitive status as an Assistant Budget Director.
