DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Federal and State Aid Coordinator in organizing the development and full utilization of governmental aid programs.  The incumbent assists all County departments, agencies and municipalities in the proper preparation for and utilization of aid programs which best support each applicant's particular needs and desires.  Work is reviewed through periodic conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists the Federal and State Aid Coordinator in informing likely munici­palities, County departments, and agency recipients of State and Federal aid programs;

          Reviews department budgets for their proper development in relation to pre-application;

          Establishes procedures for departmental applications to various State and Federal Agencies for aid reimbursement;

          Determines the various methods of receiving reimbursements;

          Reviews departmental claims for State and Federal aid to insure that full utilization of such aid includes such items as fringe benefits, insurance, and maintenance in lieu of rent;

          Maintains records on all Federal and State aid to municipalities, depart­ments, and agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of current developments and characteristics of Federal and State aid programs and their applicability to local, County, and town agencies and departments; good knowledge of the proper administration and adaptation of governmental aid programs to conform to desired parameters; working knowledge of statistical and research concepts and methods; ability to evaluate the implemen­tation of Federal and State aid programs at various County and town levels; ability to convey the different aspects of Federal and State aid programs at various County and town levels; ability to convey the different aspects of Federal and State aid programs; ability to express oneself clearly and concise­ly, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a)  Graduation from a regionally accredited of New York State registered college or university with a Master's Degree in Public Administration, Business Administration or Accounting and two (2) years of experience in governmental or business accounting, business administration or public administration; or,

          (b)  Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and four (4) years of experience in governmental or business accounting, business administration or public administration; or,

          (c)  Graduation from a standard senior high school or possession of a high school equivalency diploma and eight (8) years of experience in governmental or business accounting, business administration or public administration; or,

(d)    An equivalent combination of education and experience as defined by the limits of (a), (b), and (c).
