DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for coordinating County, Federal and State Aid claims.  The employee develops sources of Federal and State Aid available through various agencies to maximize reimbursement of departmental costs through Suffolk County.  Work is performed under general supervision and is reviewed through conferences and reports.  Supervision is exercised over a staff of technical and clerical employees.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises a staff of technical and clerical personnel engaged in the preparation of Federal and State aid claims, filings and payments;

            Coordinates the accounting of Federal and State Aid revenues to maximize availability of funds for municipal use;

            Directs the preparation of accurate statistical records and reports for claiming purposes;

            Devises and recommends the installation of new and revised accounting and auditing systems, methods and procedures;

            Works to promote and cultivate a close liaison between Federal and State agencies;

            Keeps abreast of all statutory and procedural changes of grant programs to disseminate appropriate materials and information to the various agencies of municipal government.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of fiscal laws, rules and regulations relating to Federal and State Aid programs; comprehensive knowledge of accounting and auditing principles and practices and their application to the development, installation and maintenance of governmental accounting systems; thorough knowledge of the fiscal inter-relationship of the State, County, town, local district, special district, and Federal governments; thorough knowledge of budgeting, data processing, Federal and State Aid, and local government law as they pertain to fiscal policy and the inter-reaction of all functions; good knowledge of office practices, and  procedures; ability to analyze and interpret accounting data, devise audit procedures and techniques, and to devise specialized and general accounting systems; ability to prepare complete and accurate fiscal reports and statements of considerable complexity; ability to plan, assign and direct subordinate personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with supervisory accounting personnel and government officials; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Business Administration, Accounting, or a related field, and seven (7) years of experience in the analysis of financial documents, which must have included the analysis and development of plans for improved operations and productivity, four (4) years of which must have been in a supervisory capacity.

 

NOTE:  Relevant additional education will be substituted for non-supervisory experience on a year-for-year basis up to a maximum of two (2) years.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Principal Federal and State Aid Claims Examiner or as an Assistant Federal and State Aid Claims Coordinator.
