DISTINGUISHING FEATURES OF THE CLASS

An employee in this class coordinates the preparation, utilization, and fiscal management of multi-year federal and state grant funds across multiple departments.  The incumbent advises in all matters pertaining to fiscal policy in relation to grant expenditures and revenue.  The incumbent ensures the effective flow and tracking of grant funds while complying with established regulations and program guidelines.  Work includes interpreting financial data for departments utilizing multi-year federal and state grant funds.  General direction is received from administrative supervisors.  Supervision may be exercised over subordinate technical and/or support staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews department budgets for proper development in relation to pre-application and award of federal and state grant funds;

            Researches all appropriate materials and literature related to the financial management of federal and state grant programs;

            Disseminates materials and information pertaining to grant programs to the appropriate departments;

            Manages financial activity, reimbursement processes, and reporting requirements for multi-year federal and state grants and the associated programs across multiple departments;

            Prepares periodic claims and progress reports on projects that are being funded by federal and state agencies;        

            Maintains records of received and prepared federal and state aid applications and monitors federal and state funds received by various departments;

            Assists departments in interpreting and adhering to all grant guidelines and procedures;

            Acts as a liaison to federal and state aid agencies;

            Assists federal, state, and county auditors preparing audit reports of reimbursable programs.

Comprehensive knowledge of laws, rules, and regulations relating to federal and state grant programs; thorough knowledge of the proper administration of federal and state grant programs and processes; thorough knowledge of principles and practices of public finance budgeting; thorough knowledge of statistical and research concepts and methods; ability to implement federal and state grant programs in a municipality in accordance with established practices and procedures; ability to prepare complete and accurate reports and statements of considerable complexity concerning federal and state grant programs; ability to establish and maintain effective working relationships with all departments and agencies on the local, state and federal levels; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Business Administration, Accounting, or a related field, and six (6) years of administrative level experience in the fiscal management and coordination of multi-agency/department federal and state grants.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Senior Federal and State Aid Claims Examiner or Senior Grants Analyst.
