DISTINGUISHING FEATURES OF THE CLASS

An employee in this class develops and oversees accounting and financial systems for the Suffolk County Skilled Nursing Facility.  The incumbent develops financial policies and plans in accordance with the requirements of County, Federal and State agencies to assure maximum reimbursement to the facility.  Supervision is exercised over professional and clerical employees engaged in maintaining financial and accounting records.  Work is performed under the general supervision of an administrative supervisor and is reviewed through conferences, observations and evaluations of program effectiveness.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Develops financial forecasts to determine facility sources of revenue;

            Develops and supervises the installation of new accounting systems and procedures pertinent to the operations of the Skilled Nursing Facility;

            Recommends and advises in the installation of improved automated accounting systems;

            Advises the facility's administrator in all matters pertaining to fiscal policy and assists in the preparation of the annual budget;

            Plans, assigns and supervises the work of professional and clerical employees engaged in recording accounting transactions, maintaining and reconciling journals and ledgers, and in preparing periodic fiscal statements and reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of accounting principles and procedures and the ability to apply such knowledge to financial transactions; thorough knowledge of methods of cash flow analysis; thorough knowledge of the principles, methods and techniques of public financing and public administration for a Skilled Nursing Facility; thorough knowledge of statistical concepts and methods; ability to keep a variety of complex records and to prepare and submit reports; ability to supervise a professional and support staff in a manner conducive to full performance and high morale; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree which includes or is supplemented by at least twenty-four (24) credits in Accounting and six (6) years of experience as an accountant or auditor, two (2) years of which must include hospital and/or nursing home experience.
