DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class is responsible for determining which Federal and State aid programs are available to municipalities or County departments.  The employee also assists all eligible County agencies or municipalities in preparing their applications for Federal and State aid.  The employee is responsible for coordinating the programs in the best interests of the various municipalities and agencies through periodic conferences and reports.  Supervision is received from administrative supervisors through periodic conferences and reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Researches all appropriate materials and literature to Federal and State aid programs and disseminates the appropriate materials and information to the various applicable agencies at the Town or the County levels;

          Conducts independent investigations and procures additional funds through Federal and State agencies that are not directly responsible for existing programs;

          Organizes and maintains records of all Federal and State funds received by the various agencies;

          Works to promote and cultivate close liaison between Federal and State agencies;

          Prepares periodic progress reports on those projects in operation at the County or the Town levels which are being funded by Federal and State agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the various Federal and State aid programs which are available to County or town agencies; good knowledge of statistical and research concepts and methods; good knowledge of the current literature, recent developments and sources of information available pertaining to all Federal and State aid programs applicable at the County and town levels; ability to express oneself clearly and concisely, both orally and in writing; ability to establish and maintain good public relations and effective communications with interested individuals connected with various aspects of Federal and State aid programs; ability to evaluate the implementation of Federal and State aid programs in the various agencies at County or town levels according to established practices and procedures; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          (a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and four (4) years of experience in Business Administration, Public Administration or a related field; or,

          (b)  Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in Business Administration, Public Administration or a related field; or

          (c)  An Equivalent combination of education and experience as defined by the limits of (a) and (b).
