DISTINGUISHING
FEATURES OF THE CLASS
Under general
supervision, an employee in this class coordinates, supervises, and reviews the
preparation and submission of Federal and State Aid claims. Responsibility is included for the
implementation of all administrative directives affecting claims for aid and
for the coordination of Suffolk County operating departments with Federal and
State funding agencies in developing and instituting procedures to expedite
reimbursement. Work includes supervising
the preparation of budget estimates of Federal and State Aid and analyzing
anticipated revenues. Supervision is
exercised over a technical and clerical staff.
Work is reviewed by an administrative supervisor through conferences and
reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises the analyses of grant
proposals, program budgets, and program expenditures to maximize Federal and
State Aid to the County;
Supervises the recording and monitoring
of Federal and State Aid claims and payments to ensure a timely cash flow, and
supervises the reconciliation of these records with the County Treasurer and/or
County Comptroller on a monthly basis;
Acts as a liaison between the various
central service units and operating departments on chargeback procedures and
methodology to ensure reimbursement of these costs where applicable;
Assists Federal, State, and County
auditors preparing audit reports of reimbursable programs;
Participates in the development of new
accounting systems pertinent to reimbursement claims;
Conducts expenditure and revenue
analyses, and directs preparation of reports as required.

Thorough knowledge
of recent developments and characteristics of Federal and State Aid Programs;
thorough knowledge of principles of cost accounting; thorough knowledge of
statistical and research concepts and methods; ability to analyze facts and
reach sound conclusions; ability to plan, assign and supervise the work of
others in a manner conducive to full performance and high morale; ability to
conduct research and prepare comprehensive reports; ability to express oneself
clearly and concisely both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree in
Business Administration, Accounting or a related field, and six (6) years of
professional experience in the preparation, analysis or review of Federal and
State Aid claims, at least two (2) years of which must be in a supervisory
capacity.
NOTE: Additional relevant education in the above
areas from a New York State or regionally accredited college or university may
be substituted for up to two (2) years of non-supervisory experience.
PROMOTIONAL
Two (2) years of permanent competitive
status as a Senior Federal and State
Aid Claims
Examiner or Senior Grants Analyst.
