DISTINGUISHING FEATURES OF THE CLASS
An employee of this class examines in
detail all mortgages, agreements and deed papers recorded in the
Examines deeds, mortgages, contracts,
leases and other legal documents for taxability under tax law; computes and
marks amount of tax payables where applicable, examines sworn statements of
facts for compliance with pertinent statutes;
Supervises
bookkeeping and reconciling of daily balance of fees collected with cash
record; keeps mortgage tax accounts and compiles data required for monthly
reports;
Composes
correspondence pertaining to mortgage tax work; explains mortgage tax decisions
to recorders of documents;
Balances
monthly bank statements of account and draws checks against them as directed.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the laws, rules
and regulations relating to the recording of mortgages; good knowledge of
modern office practices, procedures and machines; good knowledge of business
and accounting procedures; ability to plan, supervise and review the work of
subordinate personnel in a manner conducive to full performance and high
morale; ability to analyze legal papers, compute mortgage taxes and prepare
accounting reports; ability to follow complex written and oral instructions;
ability to interpret and explain regulations and to set up practicable working
procedures; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
One (1) year of permanent competitive
status as an Administrative Assistant or Principal Account Clerk; or,
Two (2)
years of permanent competitive status as a Principal Office Assistant or Senior
Account Clerk.
