DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work in Federal and State Aid Claims programs.  The incumbent performs responsi­ble specialized work in assuring full utilization of governmental aid programs, and makes recommendations and reports for review by a professional or adminis­trative supervisor.  The incumbent directs and participates in preparation of claims.  Work is reviewed through discussions, reports and observation of work in progress and upon completion.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Reviews all current codes, rules, and regulations of Federal And State agencies as they apply to claims preparation;

          Assists in establishing procedures to maximize Federal and State Aid to Suffolk County;

          Assists in the preparation of special reports or studies as they relate to revenues;

          Assists in preparation of expenditure and revenue estimates for the operating budget;

          Directs and prepares Federal and State Aid claims and any other analytical reports as necessary, making appropriate recommendations;

          May supervise Federal and State Aid Claims Technicians and clerical personnel engaged in preparation of Federal and State Aid Claims, including filing and payments;

          Works on an as needed basis with Federal and State agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of statistical and research concepts and methods; good knowledge of present developments and characteristics of Federal and State aid programs; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to supervise the work of others in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with departments and agencies on the local, state and federal levels; ability to maintain records and prepare detailed reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Business Administration, Accounting or a related field, and two (2) years of experience in a professional capacity in the preparation, analysis or review of Federal and/or State financial aid claims.

 

NOTE: Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis up to a maximum of one (1) year.

 

          PROMOTIONAL

          One (1) year of permanent competitive status as a Federal and State Aid Claims Technician.
