SENIOR FEDERAL AND STATE AID CLAIMS

Under general supervision, an employee in this class supervises and performs professional work in Federal and State Aid Claims programs, assuring full utilization of governmental aid. The incumbent reviews and analyzes grant proposals for their impact on the budget and cash flow, and makes recommendations for final approval by a professional or administrative supervisor. The employee coordinates the proper preparation, development and use of aid programs. Supervision may be exercised over Federal and State Aid Claims Examiners And Technicians. Work is reviewed through conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises a staff of
technical and clerical personnel engaged in the preparation of federal and
state aid claims, including filings and payments;
Establishes procedures
to maximize federal and state aid revenues; this includes, but is not limited
to, keeping apprised of all applicable codes, rules and regulations of the
federal and state agencies;
Works on a day-to-day
basis with federal and state agencies;
Assists in establishing
proper accounting procedures in order to assure the smooth paper flow needed as
backup for claims preparation;
May work with Data
Processing to develop new programs and reports in order to meet the mandates of
federal and state agencies;
Prepares expenditure
and revenue estimates of grants making recommendations to the Budget Director;
Prepares reports as
needed making recommendations to solve financial problems.

Thorough knowledge of present developments and characteristics of
federal and state aid Programs; thorough knowledge of statistical and research
concepts and methods; ability to interpret the various aspects of federal and
state aid programs and to evaluate their implementation; ability to analyze
facts and to exercise sound judgment in arriving at conclusions; ability to
establish and maintain effective working relationships with other departments
and agencies on the local, state and federal level; ability to supervise the
work of others in a manner conducive to full performance and high morale;
ability to maintain records and prepare detailed reports; ability to express
oneself clearly and concisely both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or regionally accredited college or university with a Bachelor's
Degree in Business Administration, Accounting or a related field, and four (4)
years of experience in a professional capacity in the preparation, analysis or
review of Federal and/or State financial aid claims.
NOTE: Additional relevant education from a New
York State or regionally accredited college or university will be substituted
for experience on a year-for-year basis up to maximum of two (2) years.
PROMOTIONAL
Two (2) years of
permanent competitive status as a Federal and State Aid Claims Examiner.
