DISTINGUISHING FEATURES OF THE CLASS

Under direct supervision, an employee in this class acts as a liaison to the general public providing assistance and counseling as to the types of loans and funding available for home improvements.  The incumbent provides the vehicle for the efficient flow of applications from the public to the banks involved and insures that the processing of the applications is expeditious.  The incumbent may provide counseling on family budgeting to the applicant.  Supervision is received from an administrative supervisor through conferences, project work and progress reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Interviews applicants interested in home improvement loans;

          Advises applicants of the nature of different funding available, of the monthly cost of a loan, and as to whether or not the applicant can handle the monthly payment;

          Negotiates with the bank for approval and terms of the loan;

          May have to renegotiate a loan for a participant in cases of possible or actual default of the loan;

          The employee must intervene possibly on behalf of the borrower;

          Assists applicants in family budget planning and management;

          Follows up with applicant request for prepayment of loans or subordination requests.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of interviewing techniques and methods to extract correct and relevant material from applicants; comprehensive knowledge of eligibility requirements for applicants to obtain home improvement loans or interest subsidies; thorough knowledge of loan and banking procedures and requirements to aid in the proper determination of an applicant's loan advise­ment; good knowledge of housing and community development laws as they apply to applicants for home improvement loans; ability to counsel applicants of proper and relevant financial methods that would prove most effective for them; good judgment; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or regionally accredited college or university with a Bachelors degree and two (2) years of experience in financial counseling, banking or loan appli­cation review; or,

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma and six (6) years of experience in financial counsel­ing, banking or loan application evaluation; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
