DISTINGUISHING FEATURES OF THE CLASS

The work of this position involves researching, tracking and representing Suffolk County's interest in legislation at the State and/or Federal levels.  Under the direct supervision of the County Execu­tive and members of the Executive staff, the incumbent is a liaison between the County Executive and the Suffolk delegations in Albany and/or in Washington.  Responsibility includes direct contact with County department heads in order to ensure their awareness of legislative impact upon the County and to assist them in having input in legislation.  The incumbent works with local govern­ments when there is common interest in legislation between these jurisdictions and the County.  The incumbent also acts as a liaison and, when delegated, represents the County Executive at state and national associations.  An employee in this class must be available for exten­sive travel.  Supervision is received through conferences and review of written reports, and is exercised over a subordinate technical staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Serves as liaison between the County Executive and the state and national associations in which the County Executive has active membership;

          Provides the County Executive with back-up staff to implement the work of the above organizations;

          Researches and tracks legislation at the state and/or federal levels;

          Informs various department heads and agencies of proposed legislation which may affect their interests;

          Cultivates a close relationship with elected officials and with state and/or federal agencies and represents the County's position to them;

          Organizes and maintains records on state and/or federal legislation and disseminates this information to County departments;

          Coordinates with department heads in both the development of legislation and in analyzing and amending existing legislation;

          Researches and prepares annual legislative agenda for the County Executive.

Thorough knowledge of the legislative process; thorough knowledge of the functions and operations of local governments and the interrelationship between the different levels of government; good knowledge of the principles, practices, and procedures of public administration; ability to establish and maintain effective working relationships with officials of other departments and jurisdictions, legislators and representatives of various agencies and national associations; ability to compile and prepare comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; ability to follow instructions precisely and effi­ciently; physical condition commensurate with the demands of the position.
