DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is involved in performing a variety of entry level tasks related to organizing and carrying out the County's federal, state and local legislative agendas.  Primary responsibility is for providing basic research support for higher level staff members. The incumbent helps to analyze and monitor legislation at County, state and federal levels, and assists in working with County depart­ments, local governments and special districts to ascertain legislative con­cerns.  Specific assignments are received from supervisors, and work is performed under direct supervision.   Does related work as required.

 

TYPICAL WORK ACTIVITIES

               Assists in developing and writing reports regarding County legislation, structure and operations;

               Provides research support for staff members;

               Assists in researching, analyzing and tracking proposed legislation at local, state and federal levels which may affect the County;

               Helps organize and maintain records on County and local legislation and assists in disseminating pertinent information to County departments and agen­cies;

               Assists in developing administrative decisions and departmental suggestions into the County's legisla­tive agenda either through written reports or proposals for the recommended budget;

               Works with County departments, under the guidance of supervisors, to revise and amend legislation which has caused specific or technical problems.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Some knowledge of government structure and operations at local, federal, state and County level; some knowledge of the principles, practices and pro­cedures of public administration; working knowledge of the current literature, recent developments and sources of information which relate to local government operations; ability to establish and maintain effective working relationships with officials of other departments and jurisdictions; ability to analyze and evaluate issues affecting County government; ability to express oneself clearly and concisely, both orally and in writing; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

               OPEN COMPETITIVE

               Either:

               (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and one (1) year of experience in public administration, business administration, researching and analyzing legislation, lobbying, grants administration and/or federal and state program administration; or,

               (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and five (5) years of experience in public administration, business administration, researching and analyzing legislation, lobbying, grants administration and/or federal and state program administration; or,

               (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
