DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is involved in performing various duties related to organizing and carrying out the County's legislative agendas, with particular emphasis on the state level.  Presence in Albany is required during legislative sessions in order to provide day-to-day monitoring of bills and regular status reports back to Suffolk County. The incumbent assists in developing suggestions from department heads into proposed legislation, and researches current local, County, state and federal laws and analyzing suggested amendments and proposals to determine their impact upon the County.  Work is reviewed through conferences and reports, and supervision may be exercised over analysts, clericals and interns.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

               Monitors day-to-day progress of Albany legislation relating to Suffolk County and assists in promoting passage of bills reflecting the County's interests;

               Helps in organizing and maintaining records on legislation, and disseminating pertinent information to County departments and agencies;

               Meets with department heads to ascertain legislative needs and assists in developing these suggestions into the County's legislative agenda;

               Works to translate the County's legislative agenda into bill form and follows up to insure introduction of the bills and appropriate committee placement;

               Researches, analyzes, tracks and reports upon current and proposed local, state and federal legislation which may affect the County;

               Informs local municipalities of pending legislation which may affect their interest.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the legislative procedures and policies at local, County, state and federal levels; some knowledge of the functions and operations of County and local governments and the interrelationships between the various levels of government; some knowledge of the principles, practices and procedures of public administration; working knowledge of the current literature, recent developments and sources of information which relate to local government operations; ability to establish and maintain effective working relationships with officials of other departments and jurisdictions, legislators and representatives of agencies at the different levels of government; ability to analyze, evaluate and define the issues which affect local governments; ability to express oneself clearly and concisely, both orally and in writing; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

               Either:

               a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and three (3) years of experience in public administration, business administration, researching and analyzing legislation, lobbying, grants administration and/or federal and state program administration; or,

 

               b) Two (2) years of experience as an Intergovernmental Analyst I.

 

NOTE:  Relevant additional education from a New York State or regionally accredited college or university will be substituted for up to two (2) years of the required experience.
