DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs the
work of a garbage district secretary and garbage district treasurer as vested
under Chapter 15, Section 5929-a, Subdivision 2, Paragraph d. of the
Unconsolidated Laws of the State of New York.
The Garbage District Secretary-Treasurer (Seaview/Ocean Bay Park) shall
have custody of all the records and books of the garbage district. The incumbent shall attend and record
minutes of regular and special district meetings, receive and answer all correspondence
and have additional powers and perform such additional duties as the Board of
Commissioners may determine. The
Garbage District Secretary-Treasurer (Seaview/Ocean Bay Park) also has the
responsibility for the receipt, disbursement and recording of all monies
belonging to the garbage district. Does
related work as required.
TYPICAL WORK ACTIVITIES
Prepares
agenda for commissioner's meetings;
Takes
minutes at meetings, types and circulates them;
Draws
up annual instructions to householders and establishes garbage collection
schedules, and arranges for printing and distribution of same;
Receives
and answers all correspondence and maintains appropriate files as necessary;
Records
and maintains ledgers; accurately posts and reconciles accounting figures;
Receives,
disburses, and deposits monies as directed by the commissioners and maintains
payroll records for district employees;
Reconciles
all bank accounts maintained by the garbage district and issues reports on bank
balances, itemized receipts and withdrawals to the Board of Commissioners;
Prepares
the garbage district's annual budget and financial report.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of garbage district
routines, functions, terminology, equipment and procedures; good knowledge of
English, spelling and arithmetic, ledger posting; good knowledge of bookkeeping
recording and filing; skill in speed writing or shorthand and typing at a
reasonable rate of speed; ability to understand and carry out complex written
and oral instructions; ability to establish and maintain an effective
relationship with the Board of Commissioners, garbage district employees and
the general public; ability to compose routine letters and memoranda; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
This
position is in the exempt jurisdictional class; therefore, there are no minimum
qualifications.
